The delay is all but confirmed. Once salromano reported on it, why would anyone go against that?

It's probably not making 2016. According to Square Enix the plan was to have it during Dragon Quest's anniversary year, which puts May 27, 2017 as the deadline. That was kind of their way of softly admitting that 2016 is a best-case scenario, but that it's likely not happening.
XI is only confirmed for Japan at the moment.
For other Dragon Quest games:
- DQVII (3DS) is on track for NA/PAL in September
- DQVIII (3DS) is scheduled for 2016 in NA/PAL, but we haven't seen anything of it in a while, so it is probably pushed to 2017.
- DQ Builders is coming to NA/PAL in October 2016
- DQ Heroes II has been out in Japan since May. No word on an international release.

Since you went back to somehow find my comment.
I meant that the user was being pretty rude or had a super negative attitude towards XV, some comments weren't even constructive. There are somethings I don't like too, but wanting to see it fail is along the lines of what i'm saying.

This game was literally first announced in, what, 2005? 2006? I know it's technically a new game, and it got a new name, but we know the roots of this game goes back that far.

Yeah, but he called it "XIII Versus" instead of "Versus XIII". He probably didn't care that much since he messed us Stella's name, too.
There was also a 360 faceplate.
The only 360 faceplate I ever bought, and it was because of a Best Buy mistake.
SE would be pretty idiotic to not bring DQXI over here. Hopefully it doesn't take long for them to bring it to the west since the game looks so great.
What an incredibly huge fuck up of him.

So any idea if this is official or when it will go official yet? Last time I checked this thread, people were saying by the 14th and we're already starting the 15th soon.
Delaying a month and a half before launch though... Like if you didn't feel confident about the date, you should've just said Holiday and confirm it during Gamescom or E3 that it's coming November.
I'd rather play the game sooner than later however, as late November and December I won't be able to play any games for an extended period of time, but if this is what the game requires, so be it.
