It's definitely at least decent. Objectively speaking, there are some cringy things early on, and it still is a monster-of-the-week-type show (except this this time it also has an overall plot), but it's still one of the best shows Cartoon Network has ever made. The callouts to other things (like past Hannah Barbara shows and pop culture things like Cthulhu) might be hit-or-miss to you.

Of course it's decent. It's great, actually. Best Scooby-Doo series ever made. Great voicework, more characterization than the series has EVER had, Scooby is more of a minor character rather than being the centerpiece of the show, and the writing is superb, with actual overarching plots rather than constant monster-of-the-week episodes (well, okay, it's still MOTW, but yeah, there's actual plot there too).
Is the second season complete or what?

The first 15 episodes aired months after they were originally scheduled to. In fact you could say there was a three month break since the first ep hit CN's website for a while before.
