I don't know how you infer that from my post. I'm miffed that they muted reviews on the game with a bullshit excuse and led people to think that there's more to the game than there actually is (like the whole "you can go there" stuff). Another win for AAA gaming and publisher-led PR media.
I don't believe their excuse is bullshit, nor do I think Bungie is afraid of that sort of thing. They are very confident in their product. Not to mention the public beta gave people a pretty good idea as to what to expect.
I wouldn't call a lack of reviews as "publisher-led PR media'. The scenario you are describing benefits Bungie and Activision if they know they are delivering a terrible product, and even then it would only work until people find out what a shoddy product they just dropped $60+ on. The backlash would be immense, and not what they would need if they plan on supporting it for 10 years.
If the product is reviewed well then they missed out on all of those day 1 "GOTY" adverts to push the product even further. Sure they might get to push those out later down the line, but then they have to compete with other big titles too. Not to mention the acknowledged the threat of people rushing through to have a day one review ready.
There are plenty of fishy things going on with games today, but I don't think this is one of them.
