What makes you say that? If anything, the game likely started on PC, as it's Unreal Engine 3 (hence, the talk about Valhalla having trouble porting Unreal 3 to WiiU). It certainly will likely still look dated, but I'm sure it will run fine.
Well the game isn't just a shooter so the kb+m advantage won't be as big. Regardless they should let it happen for the sake of player population.

Arkham City is a mess on Wii U. It skips and stutters throughout while operating at a much more variable frame-rate. The frame-rate is unlocked which means less demanding areas often average around 35fps rather than a stable 30 resulting in constant judder while combat sequences that ran at a stable 30 on 360 and PS3 often dip to the low-20s. This creates such an unstable experience in comparison. It feels unfinished and unpolished.Lol, much slower? Not really, the Arkham games run like shit on PS3 and 360 as well and there is negligible differences in certain aspects of the games as pointed out by Eurogamer face-offs. Also Injustice Gods Among Us (another UE3 game) on Wii U runs perfectly fine with no issues.
The only reason why I wanted this game was for the novelty factor. Now that it's no longer a Wii U exclusive, I'm no longer interested. It's just going to end up as an inferior edition just like the rest of the multiplats on the Wii U developed using off-the-shelf PC-based game engines.

All things considered (ported games and little funding for said port) the games still run comparably even after the fact they were ported and have to deal with the extra bandwidth that the GamePad requires. Mass Effect 3 on Wii U runs slower than the Xbox 360 version but faster than the PS3 version.
Injustice isn't exactly a good example as even the Vita version runs at 60fps. NetherRealm's games are the only UE3 games on last gen consoles to run at 60fps. They made huge sacrifices to hit that target frame-rate. It doesn't represent UE3 performance on Wii U or the other platforms.
