So let's say this is true...will this require patching in one place, or will every game need patches?
Is this a problem with MS's library, or with how games are talking to its API? Or both?
If it's a problem on the game side only, how are games getting through certification? Just letting them through on the promise of patching?
We'll see if this is still an issue on launch day. While it's disconcerting, scary things can be happening up until the last minute.

Depends on the nature of the issue.
When the PSN was down, one of our games was due for cert. Sony's internal devnet was down alongside the public one. There was literally no way for us to test the code I was working on. None.
As consolation, Sony said that they would cert the game as is, ignoring any PSN issues, and when the PSN comes back up, they'd test the patch for free, along with some other benefits.
So basically, the title shipped as it was, fairly stable, but had some major major PSN bugs that had to get fixed, so it did ship broken. (It also didn't help the dedicated servers for it were outsourced to a skeezy company and a shitty mess, too)
