For smaller games like this one in particular, which is
when a new driver release breaks your rendering (in a complicated to reproduce and debug way) relatively shortly before release, there's might be little you can do.
- too small to get active support from GPU manufacturers (which all the AAA games and large engines have); but at the same time
- uses a completely custom engine
And I say that because unlike many other porting issues we see these days, like lack of resolution support, low-res assets, or even the fullscreen thing in this one, even if I were personally working on it I really can't say if I could fix it in time. This type of issue can get really difficult.

This is my number one problem with this game. I wouldn't even care if they left the bad LOD settings in, I just want a smoother game. It's so noticeable because you are running at high speeds all the time.
I fully agree with everything you said.That's fair; I get that, however the drivers which are causing the issue aren't that new and AMD don't have the biggest marketshare but are pretty big. Either way, it's an issue.
Not saying I blame them 100% and appreciate the port but it is clearly an issue for a large number of end users (customers).
From a business point of view I also think it would be wise to give some kind of commentary around any issues impacting a proportion of their base. It's nice to hear a fix for issues is coming soon but all issues or just performance?
By "hard crash" do you mean a complete system crash? Because that would indicate either a driver or hardware issue.
(As I've said many times in many contexts on GAF before, if your driver and HW are working correctly no software should be able to crash your PC)

I just wanted to clarify that it's not something were you can point at the developer/publisher and rightfully say "you're being stupid and/or completely disinterested in the quality of your PC releases" like with, say, K-T.
A PS4 Pro is generally a better option than a PC with a 280x though, mainly because PC releases aren't optimized with 30 fps in mind (those crappy frametimes unless you jump through hoops, and even then it's not exactly as good - no 60 fps menus/30 fps gameplay for example). With a 280x, you end up with crappy running PC ports while the Pro has been tuned to run those games with good frame pacing at 30 fps and properly calibrated graphical options. It's ok when it's a 60 fps console release though, like NieR.
Between the PS4 version & on PC, you might as well pick it up on PS4.

Based on literally what? By all accounts the game is running better or the same if you have similar hardware as PS4 or PS4 Pro.
And console guys are the annoying ones right? That PC elitist attitude needs to be checked at the door.
I'm surprised with how many people are giving the stuttering cutscenes a pass. For such a story heavy game its a total deal-breaker for me. I hope it gets patched or a fix is found soon, its the main thing stopping me from diving into this game.
If it's stuttering rather than hitching, have you tried RTSS?I have Nier installed on a SATA 3 EVO and am using 16GB 1600 ram. No hitching to be found, but plenty of stuttering to be had. Not a happy camper .

There really aren't any 30fps locked PC ports anymore (although rare ones do make it through, generally from Japanese devs).
User made fix already exists. Re-encoding to MPEG-4 or downloading fixed files.

For me its because my TV doesnt do 60hz, its always 59.97. Usually RTSS does fix it though, tge fullscreen fix changes the framepacing enough for me to not have random judder.If it's stuttering rather than hitching, have you tried RTSS?
I have found that in borderless windowed mode with in-game V-sync on and capping to 60 FPS using RTSS frame delivery is basically perfectly paced on my system (during gameplay).
Kaldaien's fix solved that issue afaik.

That same scene before the fix was 43 FPS, now it's running at a steady 60 FPS.
I need to add some config settings for this and then I'll push this to the update server (Testing branch).

If Pro is anything to judge by its not action heavy scenes that are an issue, its during extended periods of movement. The game actually holds up pretty well during the heaviest action moments, so its not like its any real impediment to the gameplay.
