You're right, I'm not disputing any of that. I'm simply saying that Golden Frieza's isn't a DBS-exclusive character and, as of right now, it's completely possible for there to be a technically DBZ only roster.
I'm personally quite happy with characters from the movies (Janemba plz), GT and Super being included. In fact it would be good if there was at least a little representation from each to keep everyone happy.

I don't think Toriyama cares or touches anything about related DB or DQ. No one will convince me that he's actually involved in DBS.

He started DBS because the US movie legitimately pissed him off. It was an ego thing.
He's also the reason why DBS got a massive upgrade in animation quality. He was pretty furious with the early episodes.

He's invested in it quite a bit, but he's doing a different process than what he did with his original Dragonball manga.
For one he's no longer writing at the flick of the wrist on a week-by-week basis anymore. Toriyama writes a story outline from start to finish and gives it to TOEI for the anime and Toyotaro for the manga.
He also does character designs for most of the major new characters. Lately he's been allowing Toyotaro do some original character designs as well:
He's also doing some art corrections for the Super manga as well as coming up with some gags for it (one was even used in the anime as well).

"In-jokes" and other referential gags of this sort are pretty much right up Arc's alley, though.
I mean, a version of Noel in BBCP got a take on Toki's Hokuto Ujou Danjin Ken from HnK, among other things they've done. It'd be just the kind of thing I could see them sneaking in, because of the voice actor the two chars share in common.

Grenades, shotgun blast that causes wall bounces, could be sick.
I don't watch Super though, so I'm not sure if she even has grenades, haha. I just really like her design.

Toriyama changed his style to a more simplistic/reserved one. That's the difference you notice.
He had the short and fat style in DB, muscle man for DBZ, lean and simple for DBS

You need to take a look at Toyotaro's manga, everything is sexy. Also, the anime itself is looking much better nowadays, they've really made an effort to strike a balance between Super's previous artstyle and Z's artstyle.

I think mystic Gohan is probably a sure thing.. but I have a feeling they want to keep the roster diverse so idk if another "Gohan" would be in the works. I really hope for kid Buu.

Would be great if they did character reveal trailers for this game. Maybe they're planning on it, but have a deal with Jump to give them exclusive story for a week or so.

His sword skills have a ton of spirit behind them.
If that's what you want, give Kame/Master Roshi an ero meter similar to Sin's hunger meter. That way he has to read porn to power up.

Maybe they are holding off because they want to reveal characters in sets of 3? Would be alot more hype.
Hey, I'd be down (if censorship likely didn't have other plans). This kind of thing is what makes characters fun and unique to play in Arc games.
A Yamcha that's based on his Super counterpart and utilizes an evolution on Junpei's baseball gameplay would be fun to see play out, too!

This is such an obvious thing to do, I don't think they'll miss it. My only concern is that they might save it for premium color DLC... which I could see happening since they do that for some of the neater colors in BlazBlue/Guilty Gear.
