Considering Apex has the same stuttering issue and Horizon uses the same engine, it's not the DRM is it.It's too early to tell.

- Forza H3 (91), Forza 6 (87), Forza H2 (86) and even Forza 5 (79) are all higher than Driveclub (71) (Driveclub Bikes has a 79 and Absolute Drift: Zen Edition has 78).

Plus, i'd think of TLOU as a TPS aswell and that has 95, but Metacritic placed it on the Action Adventure Genre.

You forgot about a little game called uncharted 4.
From what I understand the ridiculous part of the point is bringing Helldivers into this. Gears is an AAA TPS that is a codifying example of TPS. Helldivers is an indie picked up by Sony that is basically more of a twin-stick shooter than of a TPS.
At that point you can compare, uh, Crackdown 3 (assuming it releases) and No Man's Sky as open world games and extrapolate to MS vs Sony. Though someone probably has a better example.
I also believe it's indeed their true intention.

And that is still a ridiculously bad comparison, Sunset Overdrive and No Mans Sky those games aren't alike even on the minutest level.
A better (but still not very good) comparison would be Infamous Second Son, which probably would also rank lower than Sunset Overdrive as I remember people really liking the latter and not the former.

If you are saying you disable core zero for the game, wouldn't that mean the decryption and the game won't be in contention for that one core anymore and allow the decryption to have a full core and the game run on another (full) core that isn't partially being used by the decryption?People have eliminated the stuttering by disabling core 0 in task manager and set horizon 3's priority to low (on hyperthreading CPUs at least), which in theory actually lowers CPU performance on said app, so I actually doubt this has anything to do with the stutter at all.

Didn't the devs say they found the stuttering issue and working on a fix? Seems like if that's true its not the DRM at all.

I know what the PC games landscape is like, but if a software publisher wants to lock out external modification I don't think anyone should be mad.Please tell us more about mentalities we should have, person who is clearly familiar with the platform.
