Well its not really that you personally can get caught, it is simply that you cant buy them. They don't offer shipping to the United States because they legally can't do so. The companies are the ones at risk, not you.

No, but as you can see, the elastic at the base is stretched incredibly thin. Normally it is a lot thicker than that.

If I wanted to, I could stretch out the elastic at the base like she did, but what will happen is that the elastic will lose it's ability to then retighten around my dick, thus completely making using the condom worthless.

I myself use regular sized Magnums, however, the width of the XL condoms would actually fit me perfectly. The thing is, XLs are too long for me which means that using them makes them kinda baggy when I put them on. Because of this there is an incredibly higher chance of breaking. So I use the size below. However, because the size below is too tight, what actually happens is this:

I just explained it to you. The elastic loses it's ELASTICITY. The reason why it fits on her leg and stays on is because she has stretched the condom width far as it, which then makes it constricts around her leg. The force of the elastic being stretched to its limit is what is keeping it on her leg, whereas the reason condoms stay on your dick is BECAUSE OF ELASTICITY.

I don't know why the FDA hasn't loosened up these pointlessly restricting laws yet except for it being so low of a priority.
Probably because those who need it most constantly get quieted by those who can't comprehend the problem any time it's brought to attention.

If you get the right size they aren't that bad and don't break as often. Condoms that constrict the base of the penis too much absolutely ruin sex for me but bump that up a few sizes and it's fine.

Well, according to the contraception.about.com's condom size chart, Magnum and Magnum XL condoms have a nominal width of 54mm. But in comparison, according to the same website, a regular Durex condom (which isn't advertised as being large, or small) has a nominal width of 56mm.

It's about marketing, not size.

Not to blow my own trumpet, but I live in the UK and have dealt with this problem. For a while it did concern me, so I went to my GP who offered me a brand, that for the most part work fine.

Twice I have had a condom rip and they were some pretty scary incidents for both parties. Thankfully she was on the pill in both cases.

It doesn't work that way. Yes you can stop at the base and stop unraveling, but after a minute or two of sex, the friction causes the rest to unroll. This then causes it to get baggy, which then leads to the condom breaking.
